Business Finland / Tekes announces a China-Finland joint call together with the Ministry of Science and Technology of People's Republic of China (MoST) for proposals for joint research, development & innovation projects.

The call is intended for project consortia consisting of Finnish companies together with companies from China. The call closes on February 26th, 2018.

Sino-Finnish Call for proposals for joint R&D projects

Business Finland is announcing a China-Finland joint call together with the Ministry of Science and Technology of People's Republic of China (MoST) for proposals for joint research, development & innovation projects. The call is intended for project consortia consisting of Finnish companies together with companies from China.

Applicants are expected to focus on larger scale cooperation R&D, pilot and demonstration projects. Projects designing and conducting demonstrations by a consortium of several companies are prioritized.

I Areas of Cooperation

The aim of this call is to facilitate larger scale R&D&I cooperation and innovative pilots and demonstrations, preferably but not exclusively in the following areas:

1. Cleantech

For example including but not limited to cooperation areas such as:

Energy Conservation and Energy Efficiency, Renewable and Clean energy, Ecological Environment Protection, Air Pollution Control and Management, Low Carbon Industry

2. ICT

For example including but not limited to cooperation areas such as:

5G and IoT technologies and platforms, collaboration with utilizing vertical industries, new business creation and service innovation.

3. Urbanization

For example including but not limited to cooperation areas such as:

Smart City, Smart Traffic, Green Transport, Green Building and Waste & Water Management (including but not limited to waste management design, waste recycling, bio-gas collection, waste water solutions, etc)

4. Design

For example including but not limited to cooperation areas such as:

Smart City Planning & Design (including but not limited to smart city concept, green and sustainable buildings and construction, smart traffic, sports arena concepts and design, architectural design and industrial design, etc.).

 

II The procedure for the participants and eligibility

For Finnish applicants:

  • Finnish participants should submit their proposal through Business Finland’s electronic submission system www.tekes.fi/asiointi (until 7 January 2018) and www.businessfinland.fi (8 January 2018 onwards). Reference data requested in call for applications (Hakuilmoituksessa pyydetty viitetieto): Suomi-Kiina-haku.
  • The proposal should include a joint project plan for all partners, which clearly describes the roles of each partner. The project consortium must be balanced with regard to the roles of each partner.
  • Eligible applicants will be R&D performing Finnish registered companies which operate in Finland.
  • The results of the projects shall contribute to the Finnish economy. The participants must have prerequisites for profitable business.
  • The applicants should not have unpaid taxes or disturbances in payments.
  • Proposals will be evaluated according to Business Finland’s normal funding criteria.
  • Each applicant company can only apply for one R&D project in this call in the same funding year.

For Chinese applicants:

  • Chinese partners should follow the guidelines issued by MoST
III Project content and requirements

The proposals should comply with the following criteria:

  • Project consortia must include at least one company from China and one company from Finland, but may include more than one company from each country. Academic research entities and research organizations are eligible to join as sub-contractor.
  • The projects designing and conducting demonstrations by a consortium of several companies are prioritized.
  • The joint industrial R&D&I project should aim at development of products / processes, services or know-how leading to commercialization in the global market.
  • The project should demonstrate the contribution of the participants from both countries and the project must be balanced between participants and significant to all partners.
  • The project partners should agree in advance on the IP rights and on the commercialization strategy of the product or process.
  • Both Chinese and Finnish partners must submit their application. One side application is not valid.
IV Deadline for Proposals

The application deadline is February 26th, 2018. Both countries will carry out an independent evaluation of the joint applications and will select the eligible projects to be funded in accordance with their criteria.
